NUPRC to Amend Domestic Crude Oil Supply Regulations

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has announced plans to amend the Domestic Crude Supply Obligations Regulations 2023.

Gbenga Komolafe, CEO of NUPRC, made the announcement in a notice on Thursday, stating that the National Data Repository Regulations would also be reviewed.

Ahead of the amendment, the commission is seeking input from stakeholders on the regulations. In accordance with Section 216 (1) of the Petroleum Industry Act (PIA) 2021, which requires consultation with stakeholders before finalizing regulations or amendments, NUPRC is inviting input from lessees, licensees, permit holders, host communities, and other stakeholders in the Nigerian Upstream Petroleum sector.

The notice reads: “Stakeholders are invited to provide input on the National Data Repository Regulations and the Amendment to the Production Curtailment and Domestic Crude Oil Supply Obligations Regulations 2023 within 21 days from the date of this publication.”

Stakeholders can download and review the proposed regulations at https://www.nuprc.gov.ng/regulations-development-pia-2021/.

Submissions should be made using the format accessible through a link on the NUPRC website and must be received no later than 21 days from the date of publication.

Submissions should be forwarded to Kingston Chikwendu, Head of Regulations and Statutory Compliance Unit, at regeon@nuprc.gov.ng. This stakeholder consultation is part of the process of finalizing the regulations, in line with the intent of the PIA 2021.

The NUPRC had previously issued new rules on April 15, requiring oil producers to sell crude to domestic refineries before meeting foreign demands.
