As South Africa grapples with the aftermath of the 2024 National and Provincial Elections, a coalition of civil society organizations is raising concerns about the potential instability and governance challenges posed by a coalition government.
Drawing from the country’s past experiences, these groups are urging political parties to establish a robust legal framework through a national dialogue.
According to a statement released on Monday by the coalition’s spokesperson, Happy H, “The dialogue should aim to establish well-spelt-out legal frameworks that will serve as a social contract between the coalition government and the citizens of South Africa. Such frameworks should prioritize the interests of ordinary South Africans over the pecuniary interests of politicians or political parties.”
South Africa has witnessed the complexities of coalition governments at the municipal level, with mixed results. Since the 2016 local elections, major cities like Johannesburg, Tshwane, and Nelson Mandela Bay have been governed by coalition administrations, often marked by instability, frequent leadership changes, and decision-making gridlocks.
The statement read, “These coalitions have often been marked by instability, frequent changes in leadership, and challenges in decision-making, which have sometimes led to service delivery issues and governance paralysis.”
Johannesburg’s multiple mayoral changes due to shifting coalition dynamics have resulted in inconsistent service delivery and infrastructure project delays. Tshwane’s coalition governments have also grappled with internal conflicts, impacting the city’s administration and governance.
The coalition noted that unstable coalition governments have significant implications for South African citizens, including:
- Frequent changes in leadership and coalition partners, resulting in inconsistent policies and interruptions in service delivery
- Political instability, causing uncertainty and affecting investor confidence
- Internal conflicts leading to a lack of coherent policy direction
The coalition urged political actors to prioritize South Africa’s national interest over personal or partisan gains.
It stated, “It is crucial for the public to remain vigilant and scrutinize the actions and statements of political leaders and parties during this critical period.”
The coalition expressed concerns about political parties positioning themselves for lucrative posts rather than focusing on national interests, highlighting a worrying trend of self-serving behavior among politicians.
“We call on all South Africans to hold their leaders accountable and ensure that the proposed coalition government serves the people’s interests,” it added.
